Leung's 3-P concept is creative

    In his speech at the Outstanding Corporate Social Responsibility (CSR) Award ceremony yesterday, Chief Executive Leung Chun-ying put forward a 3-P (Profit, People and Planet) concept to stress on the importance of promoting economic development, upholding the "People First" principle in governance and improving air quality.

    After the CE delivered his maiden Policy Address last week, some commentators criticised that it just introduced practical measure but lacked ideals.Then, the 3-P concept elaborated by Leung yesterday could be said as the three footholds of his future administration. The 3-P concept is pragmatic and feasible, which should not only be adopted as the basic ideal of the administration of the SAR Government, but also be promoted in society to become a consensus.

    As matter of fact, either from the perspective of the government's administration or from that of public interests, the 3-P ˉ promoting economic development, putting People First and attaching great importance to environment protectionˉ is the only route we must take toward solving all kinds of social problems.Without economic development, the public coffers would be empty and the goal to build 75,000 public housing units will remain empty talk.Without putting People First and putting citizens' interests first in administration, even if 75,000 public housing units could be built, there could hardly be social harmony.Likewise, in a deteriorating environment with worsening air quality, even with fast economic development and sufficient housing supply, people could hardly feel happy.

    Therefore, to judge whether Leung's maiden Policy Address lacks ideals, one must not seize one point and ignore the overall picture or not see the forest for the trees , and draw a conclusion that the Policy Address is "ineffective" in dealing with the housing, environment protection and other problems

    To evaluate Leung's Policy Address, one should rather use 3-P as a reference to see how he though, said and prepared to do.

    For the first P or Profit, Chapter 2 of the Policy Address comes straight to the point: "Sustained economic growth is a prerequisite for us to tackle housing, poverty, ageing population, and environmental problems. Promoting economic development is therefore the primary goal of the Government┅ To promote economic development, the Government must be ‘appropriately proactive'...and formulate a holistic industrial policy."On the next day after the delivery of the Policy Address, a cross-departmental and cross-sectorial Economic Development Committee (EDC) was immediately established to explore ways to make use of our long-standing advantages and the opportunities offered by our country, to focus on efforts to broaden our economic base and work on the overall strategy and policy to enhance our long-term development, and to make concrete recommendations to the government particularly in regard to development of Transportation, Convention and Exhibition Industries and Tourism, Manufacturing Industries, Innovative Technology and Cultural and Creative Industries.

    Similarly, under this P for promoting economic development, Leung unveiled several measures in his Policy Address to promote closer economic and trade ties between Hong Kong and the Mainland, including setting up an additional joint working group by the SAR Government and the Ministry of Commerce to enhance the existing mechanism for the implementation of CEPA (Mainland and Hong Kong Closer Economic Partnership Arrangement), with emphasis on assisting small and medium enterprises (SMEs).

    The second P stresses on People First and governance for the people.It could be said that this was mostly fully embodied in the CE's maiden Policy Address.It set goals and measures for alleviation of poverty, care for the elderly and assistance to the frail, and it did not dodge sensitive issues such as the introduction and universal retirement protection.It pointed out that it would be impractical without tax hikes if universal retirement protection was to be entirely covered by the public coffers, and that the other option based on tripartite contribution from employers, employees and the government also involved issues such as affordability and sustainability.Therefore, the issue should be thoroughly studied and deal with in an open, pragmatic and prudent manner.It also proposed to bring in new legislation to require ocean-going vessels at berth to switch to low-sulphur diesel so as to reduce their pollutant emissions within Hong Kong waters.

    Chief Executive Leung Chun-ying asked all enterprises, large or small, to fulfill their corporate social responsibility and give their cooperation to promote the three Ps highlighted in the Policy Address.The 3-P is a very clear concept, easy to explain and understand, which may as well be promoted among the public. 24 January 2013
